The Ethical Values on Sustainable Natural Resources Development: Cases of Watershed Management in Thailand and Indonesia

Abstract

Environmental ethics is a mean to influence the behavior of the individual, and, on a large scale, the moral will of societies such that their political classes treat nature properly, that is with concern for preservation. For most of this century, environmental concerns were not taken into account in development proposals, where there is some consideration of environmental impacts, the information values is generally very limited. Moral persuasion and appeals have little consequence on the individual, let alone on the national or global level, we are led to ask what exactly environmental ethics are and, further, what are they good for? What do they comprise and how do they function? Are our expectations regarding the effectiveness of ethics perhaps too high? Although sustainable management is the guiding concept for development of natural resources and environmental preservation, its translation into practical policies is proving difficult.

This research attempts to provide the resolution towards application of the ethical values on sustainable natural resources development and its implication to the role of the policy makers that fits with the ecological realities which should be collaborated with enhancing stakeholder participation. Cases of watershed management in Thailand and Indonesia were sought to confirm similarities and differences on methodological replica of both countries for resolution.

Indonesia case: “Watershed Management Through People’s Participation in Indonesia”(Bengawan Solo, central Java, Indonesia)

Thailand case: “Phu Wiang Integrated Rural Developnemt in Watershed Areas” (Phu Wiang district, Khon Kaen province, Northeast Thailand)

Recommendation resulting from the research

· Encouraging proactive policy development

· Better safeguarding of the assimilative and regenerative capacities of natural system

· Placing the onus of proof on those who propose action or policies with potentially adverse   

  environmental effects

· Concomitantly, equal participation of many stakeholders will do much to improve the

   credibility of environmental policy institutions and their objective of sustainable

   management.
